Every channel, one register

Members of the public file online with CAPTCHA and email OTP, with no login. Coordinators log grievances received by letter, email or in person. Each gets a case number and an acknowledgement.

One owner at every stage

An unassigned queue and self-assignment mean each grievance has a single current owner. Its status and assignee are always visible.

Two binding decisions

The Chairperson finalises the proposed action (Gate 1) or returns it for reconsideration, then records the binding final decision (Gate 2).

Formal closure, on record

Closure needs a date and remarks of at least 100 characters. Every action is recorded automatically and cannot be edited by users.

The Chairperson's dashboard and reports show grievance volumes, aging, pendency by official, cases held at a stage and anything overdue beyond 180 days. Every grid exports to CSV.

Who can file a grievance?

Members of the public, through the online form with CAPTCHA and email OTP and no login. A Coordinator can also register a grievance on a complainant’s behalf when it arrives offline.

How is a grievance tracked once it is filed?

It receives a unique reference (GRC-YYYYMM-NNNNNN). Its status and current owner are always visible, and every step is time-stamped and attributed.

Who decides the outcome?

Only the Chairperson: first by finalising the proposed action, then by recording the binding final decision.
