01 · Complaint intake

Open to the public, protected against misuse

1Structured fields. Type, officer designation and office are captured at source, so no one has to retype them later.
2Validated attachments. PDF, JPG and PNG files up to 10 MB each, with remarks for each file.
3CAPTCHA and email OTP. These stop bulk and automated submissions without asking citizens to create an account.
+Coordinators log complaints received by post, phone or in person through the same form.

02 · Vigilance case management

From raw complaint to actionable vigilance case

1Vigilance classification. Source (CVC, CBI, direct), priority (MP/VIP, judicial), category, classification, officer level and office.
2Officers concerned and history. Officers are linked from the HR registry, along with earlier complaint references.
3Clear hand-off. The case is forwarded to a named official, and the Coordinator stays as its owner.
+A vigilance complaint management system needs one owner per case: a case can be worked only after it is self-assigned.
03 · Disciplinary proceedings

Disciplinary proceedings and departmental enquiry management

1Guided stages. The First and Second Advice loop, then final DAR details.
2Major and non-major tracks. Charge-sheet, defence statement, IO/PO appointment and the full departmental enquiry.
3Agree or disagree. The Chairperson reviews each advice. A disagreement sends the case back for a second advice.
+Administrative cases follow their own track of letters, reminders and final status.

Vigilance clearance for officers, decided on record

Raised from the HR registry before promotion, deputation or retirement, routed through officials who each add remarks, and approved or rejected by the Chairperson. Officials see only clearances assigned to them; the Coordinator and Chairperson see every record.

06 · HR employee registry

One authoritative list, with vigilance flags

Secret or Agreed list status and pending CBI, DAR and investigation cases, all in one place. Every authorised user can view and export the list. Only the Coordinator can create, edit or delete records.

07 · Grievance Redressal Committee teams

Committee access, managed in-house

The GRC Administrator sets up Grievance Redressal Committee teams, invites members by email, edits roles, deactivates access and resends or revokes invitations, and maintains the master data used in forms.

Every action recorded, none editable by users

Every submission, assignment, proposal, decision and closure is recorded automatically in plain language and cannot be edited by users, with the user and a date and time stamp. Earlier proposals are shown to each later handler.
